Dr. Joe Adams is the vice president of research and cybersecurity at Merit Network, Inc. He is the director of the Michigan Cyber Range, an internationally recognized platform for education, exercises and testing in cybersecurity.

Joe earned a B.Sc. in computer engineering from Syracuse University and a M.Sc. in computer systems engineering from the University of Arkansas. He earned his Ph.D. in computer engineering from Virginia Tech, where his research focused on network security and access control in mobile ad-hoc networks. He also holds a master's of strategic studies from the U.S. Army War College.

Prior to that, Alvarez served on the South Texas Drug Task Force as a state trooper for the Texas Department of Public Safety (DPS). After his service with DPS, Alvarez inspired stewardship and leadership as the director of college information for Texas State Technical College in Harlingen.

Previously Mr. Kelsall served as the DON CIO’s principal expert on Cyber IT workforce policy and planning; to include manpower, personnel and training system requirements. There he was responsible for development of workforce strategic plans and SECNAV instructions and manuals.

He was a key member of the team that developed the DoD Cyberspace Workforce Strategic Plan and is a member of the DoD Cyber Workforce Training Advisory Council and the DoD Cyber Principal Advisor Cyberspace Workforce team. He also serves on the National Initiative for Cybersecurity Education (NICE) Training and Certification Mapping team leading efforts to map commercial certifications to the NICE Cybersecurity Workforce framework.

Chris is a recipient of the 2016 CompTIA Excellence in Cybersecurity Award which he shared with Congressman Mac Thornberry.

Career Summary:  Mr. Kelsall served in the United States Navy, both as an enlisted member and as a Limited Duty Officer for over 29 years.  His duty assignments included USS Meyerkord, (DE-1058), USS Sides (FFG-14), Fleet Combat Training Center Atlantic, Fleet Combat Training Center Pacific, Afloat Training Group Atlantic, USS Mahan (DDG-42), Combat Systems Training Group Charleston, USS Kearsarge (LHD-3), and the Commander in Chief Atlantic staff. He has made numerous deployments to the Far East, Mediterranean, and Persian Gulf areas.

After retiring from the Navy in 2002, Mr. Kelsall went to work for Booz Allen Hamilton as a consultant to the Department of Defense and the Office of the Under Secretary for Personnel and Readiness.  In 2006, he joined DON CIO staff as a consultant for IT civilian and military workforce management. In June 2008, he was selected for Government Service and his current position with DON CIO.

Dr. Letteer has been with HQMC C4 for 15 years and has over 33 years of cybersecurity experience, working in DoD, the Intelligence Community, and in Federal Civil Agencies. He serves as the appointed Marine Corps Approving Official (AO) for the Marine Corps Enterprise Network (MCEN), which includes all networks and networked systems whether in garrison or tactically deployed. He is also the Functional Area Manager (FAM) for Marine Corps EKMS/KMI/PKI issues.

Dr. Letteer received both his Doctor of Science (D.Sc.) in Information Assurance and Master of Science in Network Security (with honors) from Capitol Technology University. Dr. Letteer was selected as one of Federal Computer Week’s Federal 100 for 2005 and is listed in Who's Who in the World 1996, Who's Who in the Midwest 1994/1995, and Who’s Who among Students in American Colleges and Universities 2012. He is the lead author for the recently published book, The Transitioning Military Cybersecurity Professional.

Dr. Letteer honorably served from 1973 to 1994 in the intelligence, security, and cybersecurity fields with the United States Air Force in the Security Service and later in the Electronic Security Command in locations in Texas, Maryland, Ohio, Okinawa, and Berlin.

Dr. Letteer is a Certified Information System Security Professional (CISSP), a Certified Chief Information Security Officer (C|CISO), NSA Information Assurance Methodology (NSA-IAM) certified, and Information Technology Infrastructure Library (ITIL) certified. He is Acquisition Level 1 Certified and an Associate member of the American Bar Association, participating on the Science & Technology Committee. He as certified as a base Special Response Team member while in the Air Force.

Steve recently accepted the role as Deputy Sector Navigator (ICT/Digital Media) for the Orange County Region, after retiring from his role as a tenured faculty member at Sierra College in Rocklin, California, in June 2017. Steve continues to teach and support other community college faculty in a variety of classes that focused on network administration, information assurance and security, and virtualization / cloud technologies. Steve has always been on the leading edge of technology, holding a variety of industry certifications issued by major industry leaders like Microsoft, VMware, CompTIA, ISC2, EMC, and Citrix. The initial focus of Steve's DSN efforts has been revitalizing high school classes to insure they serve as a pipeline to college for students seeking high wage positions in the information technology field. He is currently developing a class that will be taught at three (3) of the region's high schools that will focus on CompTIA A+ certification, coupled with general security concepts, building teams that will compete in the cyber defense "CyberPatriot"​ program.

A one-of-a-kind commander with a remarkable record of achievement, General Stan McChrystal is widely praised for creating a revolution in warfare that fused intelligence and operations. He is also known for developing and implementing the counter-insurgency strategy in Afghanistan and for creating a comprehensive counter-terrorism organization that revolutionized the way military agencies interact and operate.

A four-star general, he is the former commander of U.S. and international forces in Afghanistan and the former leader of Joint Special Operations Command (JSOC), which oversees the military’s most sensitive forces. His leadership of JSOC is credited with the 2003 capture of Saddam Hussein and the 2006 location and killing of Abu Musab al-Zarqawi, the leader of al-Qaeda in Iraq. He is also the author of the best-selling leadership books, My Share of the Task: A Memoir and Team of Teams: New Rules of Engagement for a Complex World. McChrystal, a former Green Beret, is known for his candor, innovative leadership, and going the distance. Called “one of America’s greatest warriors” by Secretary of Defense Robert Gates, few can speak about leadership, teamwork, and international affairs with as much insight.

Thirty-Four Years of Service. The son and grandson of Army officers, McChrystal graduated from West Point in 1976 and trained at the Special Forces School in Fort Bragg, North Carolina. He was later commissioned as an infantry officer and spent much of his career commanding special operations and airborne infantry units. During the Persian Gulf War, McChrystal served in a Joint Special Operations Task Force and commanded the 75th Ranger Regiment. He also completed year-long fellowships at Harvard’s John F. Kennedy School of Government in 1997 and at the Council on Foreign Relations in 2000. He was promoted to brigadier general in 2001.

In 2002, he was appointed chief of staff of military operations in Afghanistan. Two years later, McChrystal was selected to deliver the nationally televised Pentagon briefings about military operations in Iraq. From 2003–2008, he commanded JSOC and was responsible for leading the nation’s deployed military counter-terrorism efforts around the globe, assuming command of all international forces in Afghanistan in June 2009. President Obama’s order for an additional 30,000 troops to Afghanistan was based on McChrystal’s assessment of the war.

Supporting Military Families and National Service. McChrystal retired from the military in 2010. He now serves on the board of directors for JetBlue Airways, Navistar, and the Yellow Ribbon Fund. McChrystal is the chair of Service Year Alliance, a project of Be The Change and the Aspen Institute, which envisions a future in which a service year is a cultural expectation and common opportunity for every young American. He is also a senior fellow at Yale University’s Jackson Institute for Global Affairs, where he teaches a popular course on leadership.

General McChrystal co-founded the McChrystal Group in January 2011. Its mission is to deliver innovative leadership solutions to organizations which help them transform and succeed in challenging and dynamic environments.
